Join WABA on December 13 for an early look at 2024 Maryland pro-bicycling, pro-pedestrian, pro-road safety legislation with discussion how you can support a pro-safety agenda.
We’d like to bring you up to speed on pending bills and brief you on the 2024 legislative calendar and on advocacy plans. We’ll do that via a Zoom meeting on Wednesday, December 13, 2023, 7:30 pm-8:30 pm, featuring Delegate Julie Palakovich Carr, who chairs Montgomery County’s House Delegation, and House Majority Leader Delegate David Moon. Will you join us?
A quick run-down:
WABA is promoting four Montgomery County local bills, that is, state legislation that would apply only in Montgomery County. The Delegation held a transportation-bill hearing on December 4 and the bills will be discussed in the coming weeks by the Delegation’s Land Use and Transportation Committee. We’re backing the following local bills:
- MC 10-24, allowing speed limit reduction without requiring an engineering and traffic investigation. Speed reduction is the #1 step we can take to reduce the rate of road deaths and severe injuries.
- MC 7-24, making No Turn on Red the default in urban contexts and establishing leading pedestrian intervals, matching the provisions of Montgomery County’s Safe Streets Act.
- MC 6-24, requiring use of school-bus monitoring camera revenues to enhance pedestrian safety at locations in the county where the violations occurred.
- MC 15-24, applying speed-camera revenues to fund the study, design, and construction of safety projects on high-risk roads.
During the December 13 Zoom meeting, we’ll discuss these bills – Del. Palakovich Carr wrote MC 7-24 and Del. Moon wrote MC 6-24 and MC 10-24 – and touch on other, statewide legislation that will be introduced in the 2024 session including:
- A Great Maryland Trails Act, establishing a statewide trails office and program.
- Legislation addressing maintenance responsibility for sidewalks and bike paths along state highways.
- E-bike subsidy legislation.
- A bill on penalties for hitting a bicyclist in a bike lane.
